Shire Update on York Community Resource Centre

York Community Resource Centre (CRC)

 

As you may know, the CRC was placed into voluntary administration by their Committee on 19 July 2023. KPMG was then appointed as the Administrator. Since KPMG were appointed, the Shire of York has been exploring options for the future operations of the CRC.

At its August 2023 Ordinary Meeting held on Tuesday 22 August, Council considered a report and resolved to direct the CEO to negotiate with the Administrators and other stakeholders, including the Department of Primary Industries and Regional Development (DPIRD) and the Lumen Regional University Centre, to ensure current levels of CRC funding and services remain available to the community. This will include the development of a Deed of Company Arrangement (DOCA) with KPMG.

A DOCA is a restructuring plan between a company in administration and its creditors through which a company can successfully restructure and exit administration.

It is proposed to run a CRC service as a program within the Shire of York, with operational costs covered by funding from stakeholders, such as DPIRD and Lumen, and Shire municipal funds. The CRC would reopen subject to a short-term lease agreement being negotiated with KPMG while they complete the Administration process, which will consider the DOCA proposal.

It is important to note that any DOCA arrangement would include full responsibility of all outstanding debts owed by the CRC, and these could be at a considerable cost to ratepayers. The Shire recognises the importance of the CRC service to the community.

A report will be presented to Council’s September 2023 Ordinary Meeting to consider the proposed DOCA (subject to approval from the Administrators) outlining the positive and negative aspects of the proposal to transition the CRC to the Shire of York.

The Shire will keep the community updated on the DOCA process as information becomes available.
