Shire of York Addresses Concerns Regarding Pioneer Memorial Lodge Projects
The Shire of York is addressing recent concerns, aired in the February 2024 ‘Community Matters’ newspaper, regarding the management of the Pioneer Memorial Lodge (PML) projects, aimed at ensuring transparency and clarity within our community.
The PML is a building that is owned by the Shire and leased to the WA Country Health Service (WACHS), for the operation of aged care services within York. The Shire is aware of the importance of this facility and the role it serves as a vital resource for our community.
Recently, the Shire completed refurbishment works on the kitchen at PML. WACHS has now assumed responsibility back for the kitchen and is completing installation of a new dishwasher at their cost due to a change in request after the works were confirmed. This project was funded through the Shire’s PML Reserve Fund, demonstrating our commitment to supporting the delivery of essential services to our community.
Additionally, in response to WACHS's request, we are in the process of installing a backup power generator. Investigations and detailed electrical designs have been completed. However, despite our best efforts, delays have arisen in the installation and connection of the generator due to several issues, including timelines on Western Power approvals and the lack of responses to our Request for Quote (RFQ) from potential contractors.
It's important to note that approvals from Western Power can take up to 12 months, adding to the complexity and timeline of the project.
It's important to note that the Shire is undertaking this capital project to support the delivery of a State Government-run service without any State provided funding support. This demonstrates our commitment to ensuring the continued provision of essential services to our community.
During extended power outages, WACHS has established standard operating procedures to relocate PML residents to another facility, ensuring their safety and comfort.
While it's regrettable that there have been delays in upgrading the power switchboard and connecting the generator, it's imperative to emphasise that such projects require the involvement of suitably skilled and qualified contractors, adherence to electrical safety protocols, and obtaining necessary approvals from Western Power.
The Shire of York remains committed to following our procurement policy when requesting quotes for works. We have re-released the RFQ for the necessary works, hoping for a more successful outcome and the appointment of a suitably qualified contractor.
Throughout this process, we have maintained regular communication with WACHS and the Friends of the York Hospital group, keeping them updated on the progress of the works. However, we understand that some members of our community may find the delays frustrating or may not fully comprehend the technical aspects of the project. We assure you that we are working diligently to address these challenges and ensure the successful completion of the PML project for the benefit of all stakeholders.
